Helpful links for Pennsylvania Locals and Registrations

Overview

Pennsylvania has thousands of different local agencies for both EIT (Earned Income Tax) and LST (Local Services Tax). The Fuse system will use employees' home and work addresses to assign the Pennsylvania local agency automatically, but you may need to register for multiple different tax collectors depending on the specifics.

For information on the majority of Pennsylvania Locals:

  1. Use this website to enter the employee's Home and Work addresses.
  2. Click on View Information
  3. The page that displays will show you
    1. The specific local agency and applicable rates
    2. The Tax Collector, and their contact information so you can call to ask questions about registering
    3. Your PSD (Political Subdivision) code, which Pennsylvania Tax Collectors may request when registering for a specific local agency
  4. Some website links to register online for common collectors:

    4. Centre Tax Agency
    5. Cumberland County
    6. Jordan Tax Service
    7. Keystone
    8. Lancaster
    9. Southwest Regional Tax Bureau
  5. Once you have registered with each agency, Fuse will need your account ID. Please forward all information to support@fuseworkforce.com

City of Philadelphia

  1. Go to https://tax-services.phila.gov/_/
  2. Click on Register a New Taxpayer
  3. Complete the registration. If you have any questions, please reach out directly to the agency at 215-686-6600
  4. Once the agency has processed your registration, Fuse will need:
    1. Your account ID
    2. Access to your account online which are available with two options:
      1. If you provide Fuse with your Philadelphia Tax Center third-party Letter ID or
      2. Logging in, reviewing, and approving Fuse's access request
  5. Please email support@fuseworkforce.com with the above information. If you do not have a letter ID, be sure to let us know to generate the access request for you to approve.

City of Pittsburgh

  1. Go to https://pittsburghpa.gov/finance/new-bus-reg
  2. Complete the registration.
    1. When completing the form, ensure you mark the correct boxes under Section 4: City Tax Liabilities.
    2. The Payroll Expense taxes and Local Services taxes are two separate checkboxes.
  3. If you have any questions, please reach out directly to the agency at 412-255-2525
  4. Once the agency has processed your registration, Fuse will need:
    1. Your account ID
  5. Please email support@fuseworkforce.com with the above information.

Cumberland County Tax Bureau

  1. Go to https://cumberlandtax.rba.com/Cctb/eReporting/Logon.aspx
  2. Select the NEW USER option.
  3. Leave the Filing Type field in the NEW USER box set to EMPLOYER.
  4. In the Type the Code Shown field, enter the security code that's displayed in the adjacent box.
  5. In the TERMS AND CONDITIONS box, click the TERMS & CONDITIONS link. Review the information that displays, and click Close. Then, select the check box in the TERMS AND CONDITIONS box.
  6. Click Submit.
  7. Provide all the required information. In particular:
    1. Set the Type of Tax field to EIT if you will file only EIT taxes, or to EIT_LST if you will file both EIT and LST taxes.
    2. Set the Filing Format field to EFW2 - Extended.
  8. Click Continue.
  9. When you are finished setting up worksites/companies, click Continue.
  10. Under the USER PROFILE heading, enter a user name and your email address. We recommend you make a note of the username for future reference.
  11. Click Submit.
    1. A confirmation message informs you that an email has been sent to the address provided. When you receive the email, click the link in it.
    2. You are taken to a page where you need to enter a password for the Cumberland County Tax Bureau eReporting system. We recommend you make a note of it for future reference.
    3. When a confirmation message displays informing you that your password has been approved, we recommend you print it for your records.
  12. Granting Fuse Access:
    1. Cumberland County requires you to assign Fuse access after registering.
    2. Log in here https://cumberlandtax.rba.com/Cctb/eReporting/Logon.aspx
    3. Go to the 3rd Party Tab to assign Fuse. You will need to answer the following questions:
      1. 3rd Party Provider: PROPAYROLL, INC
      2. Tax Type: Choose EIT if you will file only EIT taxes, or EIT_LST if you will file both EIT and LST taxes
      3. Effective Start Date: Choose the first day of the first quarter processing this agency with Fuse. This may need to be backdated to one of the following:
        1. 1/1
        2. 4/1
        3. 7/1
        4. 10/1
      4. End Date: Leave Blank
      5. Who Maintains Worksites: Employer
      6. Who Maintains Employees: Employer
      7. Who is Making Payments: 3rd Party Provider
  1. Please email support@fuseworkforce.com with the following information:
    1. Your Account ID
    2. To let us know once you have assigned us access online
